Cash for Clunkers: Another Assault on the Working Man?
If I would have to guess, I would say that the girl and the bowl with the fish is a pencil drawing (maybe some ink, gouach or watercolor for the dark in the bottom of the bowl) He then scanned it, colored it in photoshop (the lineart as well) and then hand drew the pattern on the shirt in photoshop. Finaly he added the wallpaper-pattern, that's probably from a stock photo with some filters over it...
